If you wish to own your digital games, buy from sources that provide a DRM-free copy such as GOG. Any game that uses Steam's DRM will require Steam to launch, Galaxy 2.0 will not change this. There are some games on Steam that do not require Steam to function and can be backed up as a DRM free copy, but that is not the majority. GOG does not bypass DRM such as Steam, and probably will not in the future. Other games' offline functionality will depend on their respective launchers. If you log out while offline you will not be able to sign back in until you are online again. Perhaps someone else could chime in on that. I've launched it offline while logged in and it seems to work fine, but I have not tested it much. You will need to log in the first time you open it.
